According to municipal officials, the business owners had been issued formal notices to cease operations prior to the enforcement action. Despite clear directives to vacate the residential spaces, the establishments continued to function, leaving the corporation with no alternative but to seal the premises. During the drive, the team formally locked the properties and completed the necessary documentation (panchnama) on-site to finalize the legal proceedings.

The operation was executed under the directives of Collector Dr. Gaurav Kumar Singh and Municipal Commissioner Sambit Mishra. The enforcement team, led by Zone-9 Commissioner Rakesh Sharma, included Executive Engineer Sharad Dhruv and Assistant Engineer Syed Zoheb. To maintain order and ensure compliance, the municipal team was supported by the Town Planning flying squad and the Raipur Police Commissionerate.
